I have worked as an at-sea observer for 8 years in 15 different fisheries, as a groundfish biologist and fishery manager for the Makah Tribe, a policy analyst for NOAA-SFD in Seattle, and am currently managing NOAA-PIRO's protected species workshop program that annually educates hundreds of longline fishers on protected species mitigation.
I have led the following applied research initiatives: (1) development of robotic jig fishing tools to detect species of concern prior to yellowtail midwater trawl net deployment; (2) Designed and developed a web-based computational vision-based monitoring (CVM) prototype utilizing cognitive computing vision sensors and software; (3) initiated the first use of satellite vessel monitoring system (VMS) data for GIS fishery footprint analysis to inform West Coast EFH decision-making for the bottom trawl fishery; (4) designed and developed a FedRAMP-compliant protected species workshop (PSW) learning management system (LMS) for Pacific pelagic longline vessel owners and operators, and (5) facilitated a cooperative research project that utilized electronic monitoring (EM) data to evaluate modernized "light tori line" innovation designs to reduce seabird bycatch in the Hawaii longline fishery.
I believe that fishery managers, policy analysts, and educators can lead applied science research initiatives in collaboration with scientists and industry leaders to help NOAA creatively modernize our data utilization strategies and fulfill our mission, and to better transition to real-time stakeholder benefit.
